The 2025 Annual Report provides a clear view of a pivotal year in which strategy and vision were further translated into concrete achievements. After the foundations laid in 2024, 2025 was marked by acceleration, operationalisation and broad embedding within the sector. Central remains the rollout of CIM ONE, which is evolving towards an integrated, cross-media measurement system with the consumer as its starting point.
“2025 has confirmed how quickly the media landscape is changing and how great the need is for reliable, neutral and comparable data,” says CEO Koenraad Deridder. “With CIM ONE we are continuing to build a system that not only measures, but captures the entire media consumption landscape and translates it into actionable insights for the market.”
Chairman Stefan Lameire also emphasises the progress that has been made: “What was initiated in 2024 truly came to life in the sector in 2025. The collaboration between all stakeholders is stronger than ever and is translating into concrete steps forward. This gives confidence in the next phases of CIM ONE.”
The annual report highlights the key developments of the past year:
- The further expansion of CIM ONE, with the integration of panel data and big data and the preparation of the new production platform.
- The strengthening of the ONE Panel, with the rollout of the smartphone panel, the expansion into French-speaking Belgium and the integration with the existing TV panel.
- Innovations in data usage, such as the application of Return Path Data, server data and new measurement methods for audio, video and digital.
- The launch of new studies and tools, including Audio On Demand and the further development of ToVA, responding to changing media behaviour.
- A strong focus on collaboration, with initiatives at national and international level, such as the establishment of the Audience Measurement Coalition and new partnerships with academic and sector organisations.
With these achievements, the CIM confirms its role as a reference organisation for media measurement in Belgium and as a driving force behind a transparent, future-oriented and cross-media measurement ecosystem.
