The authorities of the CIM have decided to renew the financing system of the association. This new financing system has been presented to the concerned associations at the beginning of 2006 and has been approved by the General Meeting in April.

Here are the principles:

1. All the staff costs belong to the Permanent Structure;
2. The contribution of the Intermediaries (advertising and media agencies) has been frozen (contribution of 2005 + the Index);
3. Part of this contribution (50%) is directly ascribed to the « non-tactical » studies;
4. The balance of the « non tactical » studies is financed by the media in proportion of their MDB market shares. In practice, those amounts are mentioned in the « expenses » part of the budget of the tactical study of each medium. The non tactical part is simultaneously financed according to the tactical part;
5. The balance of the contribution of the Intermediaries (the part that is not directly dedicated to the non tactical studies) is ascribed to each tactical study, according to the costs of the tactical study itself. In other words, the more a medium finances the CIM, not only for its tactical study, but also for its contribution to the non tactical studies, the biggest the allowance is that it receives from the contribution of the Intermediaries to the tactical studies. The amounts are mentioned as “products” in the budget of the tactical study of each medium.
